He holds a bachelor’s degree in mechanical engineering from the University of Rochester and gained hands-on experience with energy systems and propulsion plants as an engineering officer on a U.S. Navy cruiser. After the Navy, Luke worked for a software company and then returned to school, receiving his Masters in Public Policy from University of California, Berkeley in 2004.
