JOEL R. REYNOLDS is a senior attorney in the Los Angeles office and co-director of NRDC's urban program. He is a graduate of Columbia Law School and, for more than 20 years, has specialized in litigation on behalf of community organizations on a broad range of environmental issues in California, including, most recently, endangered species, marine mammals, environmental justice, transportation and coastal resources.

VICTORIA ROME is a policy analyst with NRDC's California Advocacy Program where she works with the state legislature and administrative agencies to promote environmental progress. Before joining the staff of NRDC, Victoria was the legislative coordinator for California Youth Connection, a nonprofit foster youth advocacy organization. She also worked in the California State Capitol as a legislative consultant for Assembly Member Dion Aroner. She holds a bachelor's in political science from UCLA and a master's in international affairs from California State University, Sacramento.
