Energy efficiency is the fastest, cheapest, cleanest way to stop global warming, but historically electric and natural gas utilities have been regulated in a way that means that they loose money when their customers become more efficient. The solution is to "decouple" utility revenues from sales. Recently, the NY Public Service Commission ruled that they wanted all utilities to develop revenue decoupling mechanisms and I just noticed that the written version of the order has been posted. As the map below shows, NY is the 10th state with natural gas decoupling and the3rd with electric.
