Simple Methodology to Determine Whether EPA GHG and NHSTA CAFE Standards Are Equivalent to Applying California's Program Nationwide
California has established emission standards for a basket of four greenhouse gases (GHGs) emitted by motor vehicles – carbon dioxide, methane, nitrous oxide, and hydrofluorocarbons – measured on a CO2-equivalent basis. Thirteen other states and the District of Columbia have adopted those standards and more states are considering doing the same. These standards will take effect upon the issuance of a waiver to California under Section 209(b) of the Clean Air Act.
