Discussion Paper: Architecture & Financing Models for Efficient Cooling Alongside the Montreal Protocol

As HFCs are being phased-down under the Montreal Protocol, an opportunity to promote cooling efficiency arises. Systemically improving cooling efficiency is a top priority to mitigate climate challenge, promote sustainable communities, improve health, and reap the economic benefits of reducing energy demand. There are several ways to achieve these outcomes leveraging the existing institutions. This paper reviews the initiatives of the Montreal Protocol and climate finance communities that offer precedents for a cooperative cooling efficiency program and proposes a possible menu of options for resolving some of the challenges to concerted donor action on cooling efficiency.
