Guidelines for Assessing the Cost and Effectiveness of Efficiency, Reuse, and Recapture Projects for the Clean Water State Revolving Loan Fund

At NRDC’s request, Stratus Consulting developed guidelines to help Clean Water State Revolving Fund (CWSRF) program managers and project applicants meet new requirements established by the Water Resources Reform and Development Act of 2014 (WRRDA). One of WRRDA’s most significant revisions, which went into effect in October 2015, requires all CWSRF applicants to assess the economic and environmental costs and benefits of incorporating a range of water efficiency, stormwater capture, water reuse, and energy efficiency measures into their proposed projects.
