NRDC filed a lawsuit in the U.S. Court of Appeals for the D.C. Circuit against EPA Administrator Scott Pruitt for unlawfully suspending the agency’s limits on uses of hydrofluorocarbons (HFCs), the super-potent climate-changing pollutants used in refrigeration, air conditioning, insulation, aerosols, and other products. Administrator Pruitt revoked the entirety of a 2015 EPA rule prohibiting certain uses of HFCs, even though part of the rule was previously upheld by the D.C. Circuit. This action was taken without notice and opportunity for public comment, clearly violating basic administrative law.
