The $4 trillion spending plan released today extends tax credits for the wind and solar industries, includes a $500 million contribution to the United Nations' Green Climate Fund, creates new incentives for states to slash emissions, and—just like every other year Obama has been in office—proposes eliminating fossil fuel subsidies. London plans to build superhighways for bicycles. -
The two routes, announced last week by Mayor Boris Johnson, will crisscross central London, almost completely separating riders from car traffic. At 18 miles, the east-west path would be Europe's longest bike highway. If the plan proves successful, other cities may hop on the bandwagon—or banana seat, as the case may be. The Guardian
Obama tells feds to plan for sea-level rise. -
The president directed agencies Friday to incorporate projected flood risk into any new building projects—a major shift from the current practice of relying on historical data. Melting ice caps and intense storms are fueling the frequency and ferocity of flooding, and a sea-level rise of two feet would put $1 trillion of property in jeopardy. Washington Post

Large majority supports action on climate. -
A new poll finds two-thirds of Americans are more likely to vote for politicians who say they'll work to combat climate change and are less likely to support those who deny that humans are its cause. A majority also told pollsters they expect to be personally hurt by climate change. New York Times
