Last year, when Lousiana rep Tauzin caught scent of a Republican victory in the Senate, the House Energy and Commerce Committee chair yanked his energy bill off the table. That way, he didn't have to compromise with Senate Democrats -- whose bill promoted better tracking of greenhouse gas pollution and more renewable electricity. (He's against both.) This year, Tauzin is not only leading the pack on a new energy bill, but on legislation to enact Bush's "Clear Skies" initiative.
