Now is the time for the environmental movement to build on the momentum of the past four years and seek solutions that bring people together in defense of the irreplaceable natural resources—clean air, fresh water, public lands, and oceans—that sustain our health and communities. Despite partisan differences, the majority of Americans want action to combat extreme weather, protect their communities from toxic chemicals, and grow the economy with green jobs. NRDC is built to tackle complex challenges, and we will do everything in our power to protect our environment and defend the only planet we have—for ourselves and for future generations that are depending on us.

NRDC was a key leader in climate litigation against Trump’s environmental policies the first time around, suing his administration roughly every 10 days—and winning relief in almost 90 percent of those cases. It could have been worse—and it may yet be. Now Trump’s administration is expected to pick up where he left off—but with the far more damaging Project 2025 agenda. This disastrous plan gives industry the permission to pollute our air, water, and land and exacerbate the devastating effects of climate change on our planet and all the communities and ecosystems that depend on it.

We repeatedly defeated Trump’s environmental rollbacks in court the last time he was in office, and we’ve been litigating before judges he appointed ever since. So we know who we’re up against, and we know how to win again. We will use this knowledge to defend our victories and argue to protect climate, nature, and communities from the worst threats. With our members and supporters backing us, NRDC will again apply the full weight of our fierce litigation and advocacy teams, unparalleled scientific and policy expertise, strong partnerships, and a broad coalition to fight for a climate-safe future and for environmental justice.

Trump’s second term will be different—and so is our strategy to resist Project 2025

Trump’s advisors have made no secret of their destructive Project 2025 agenda—and NRDC is ready for it. Just as they stumped for coal during his last term, they will champion oil and gas this term. And just as Trump’s administration tried unsuccessfully to roll back the Affordable Care Act, it will try to roll back the clean energy revolution that the Inflation Reduction Act’s historic investments have unleashed across the country. Project 2025 outlines plans to weaken federal pollution standards that curtail health-harming emissions from cars, trucks, and power plants. And it will push to make it easier for corporate polluters to expand into precious public lands and waters and put the health and livelihoods of people across the world at risk.

NRDC has been internally preparing for Trump’s possible election throughout the closely contested presidential race. We've studied Project 2025, refined our strategy, researched likely legal challenges, and increased coordination with allies. NRDC filed the first environmental lawsuit against the Trump administration in 2017, and we’re ready to go to court immediately again. We will defend the nation’s essential environmental safeguards. And we will go on the offense where we can, holding oil and gas companies and other polluters accountable for the harm they cause people and the climate.

We will also work to educate and rally the public in support of practical policies that protect human health and the environment. NRDC is eager to adjust our communications to be clearer, reach more people, and gain bipartisan support. We will pressure congressional moderates to preserve as many of Biden’s historic investments in clean energy and transportation as possible, because these form the backbone of U.S. climate action. We will go deeper into the blue and purple states where we can still drive renewable energy and electric vehicle progress and pressure Congress most.

Internationally, we will work with allies to sustain global climate unity, ambition, and momentum by advocating for and showcasing climate leadership from U.S. governors and mayors—some of whom could become the next president—and work with allies to keep the United States from reneging on legal obligations to international agreements.

The challenges are daunting, to be sure, but we stand ready to resist Project 2025 while we keep driving wins at the local, state, and international levels. Now more than ever, we need your support to build toward this change.

NRDC's Action Plan: Win where we can, stop what we can

Despite the unsettling political headwinds, NRDC will stand firm on the gains we made over the last four years and work to advance the environmental movement by joining with allies and focusing on the most critical issues. We will leverage our litigation prowess, coalition-building experience, and communications expertise to activate the public, mount effective congressional defenses, and run corporate accountability campaigns. We will also focus on making policy progress on international, state, and local levels—out of the federal spotlight.

NRDC is proving its ability to win lawsuits, despite right-wing U.S. Supreme Court decisions that give activist judges unprecedented power to skirt science and advance political and for-profit agendas. We apply commonsense tactics that can persuade even the most conservative judges: We lean into rigorous science; apply neutral legal principles rather than highlighting environmental policy benefits; and center limits on federal judicial authority and jurisdiction to avoid adverse results. NRDC will sue more often in state courts, staying away from the most hostile federal judges where possible. We will coordinate with allies in environmental law to maximize our impact and avoid duplicating efforts. And we will prosecute our cases selectively, focusing on the most damaging rollback cases instead of spreading ourselves thin.

NRDC will continue to build support for commonsense legislation centered on common-ground issues. This will include the newly improved Lead and Copper Rule, which will strengthen protections for communities whose drink-ing water is poisoned by municipal lead pipes and avoid tremendous human suffering and health care costs. We will also take advantage of the administration’s preference for trade restrictions and the unmatched size of the U.S. fish market to push for stronger measures against illegal, unreported, and unregulated fishing practices that are not only tied to devastating fish populations but also to forced labor and other human rights abuses.

We will also initiate a campaign to expose the deceptive practices that Big Oil and other polluters use to confuse people about climate change to maximize profits over public health. Our work will range from using traditional and social media outreach to engaging with congressional investigations and new legislation to delivering vivid courtroom narratives that hold polluters accountable and focus public attention on the unsavory tactics and disinformation used by the industry to escape liability.

We will focus advocacy efforts on our priority states—including California, Colorado, Georgia, Illinois, and New York—where NRDC has strong relationships in the capitols and city halls. Anticipating resistance, NRDC has invested in building support for clean energy development and other bipartisan initiatives in red states too, making it harder for the Trump administration to withdraw them now. We'll continue to push politically ambitious governors, mayors, and other officials to boldly hold the line on actions that benefit their communities economically and environmentally. Our E2 (Environmental Entrepreneurs) team will play an important role by demonstrating constituent demands—even in red states—for the manufacturing and maintenance jobs that come with clean energy infrastructure.

We will bring together our network of leading environmental voices—including U.S. Special Presidential Envoy for Climate John Kerry, oceanographer and NRDC Honorary Trustee Sylvia Earle, and former NRDC CEO Gina McCarthy—to strengthen our strategy for speaking out against the likely U.S. withdrawal from the Paris Agreement as well as advise on international decarbonization initiatives and conservation negotiations. These include implementing the groundbreaking high seas treaty and other national climate and biodiversity plans to protect at least 30 percent of the earth’s lands and oceans by 2030. NRDC will also continue to support energy and environmental policy development in China and bring affordable clean energy and energy efficiency strategies to scale in India—as long as U.S. foreign policy favors such international cooperation.

NRDC will mobilize the public to pressure their representatives to resist legislative attacks on health and environmental safeguards. And we will expand the cross-coalition partnerships we’ve been building in anticipation of right-wing opposition with both familiar and new progressive organizations, ranging from other green nonprofits and environmental justice groups to labor, reproductive rights, and business groups. Together, we will use our critical mass to defeat and minimize damaging congressional legislation and nominations as well as to maintain the filibuster, which will be critical to averting the reckless policymaking this administration is bound to propose.
