Eloisa Portillo-Morales leads the equity focus in helping 25 U.S cities advance their climate goals for ACCC. She has over 13 years of expertise working in municipal government, where she developed and implemented a wide range of sustainability and climate plans, programs, and policies. Before joining NRDC, Portillo-Morales served as deputy chief sustainability officer for the City of San Antonio. She was a key architect in the city’s Climate Action and Adaptation Plan and led other equity-focused initiatives. Portillo-Morales earned a degree in mechanical engineering and an MBA from the University of Texas at El Paso. She is based in San Antonio, TX.
