Rachel Fullmer

Rachel Fullmer advocates for stronger protections against toxic pollution from the plastics and petrochemical industry. She has over a decade of experience in environmental policy and advocacy, working at the intersection of pollution and public health. Prior to joining NRDC, Fullmer was a trial attorney in the Environmental Enforcement Section of the U.S. Department of Justice, where she litigated federal enforcement cases arising under air, water, waste, and toxics statutes. She was previously a senior attorney and the director of public health and clean air policy at Environmental Defense Fund. Fullmer is a graduate of Georgetown Law, where she was the editor-in-chief of the Georgetown Environmental Law Review. She also holds an MPA in environmental policy from Indiana University’s O’Neill School of Public and Environmental Affairs. She is based in NRDC’s Washington, D.C., office.
