Rachel Heron

Senior Counsel, Litigation Strategy

Rachel Heron has litigated cases in courts of appeal across the country, on issues ranging from protection of endangered wildlife to pollution control to stewardship of oceans and forests. She has also handled cases involving constitutional rights and the rules with which the federal government must comply. Prior to joining NRDC, Heron served as an appellate attorney and assistant chief at the U.S. Department of Justice’s Environment & Natural Resources Division. She has a bachelor’s degree from Lafayette College and a JD from Harvard Law School. Heron clerked for the Honorable Merrick B. Garland of the U.S. Court of Appeals for the District of Columbia. She is based in NRDC’s Washington, D.C., office.
