Internal Capacity Senior Director, Environment, Equity & Justice Center

Eloisa Portillo-Morales spearheads strategies to operationalize equity and justice frameworks, tools, metrics, training, and collaborative resources to drive equitable and just outcomes with NRDC’s advocacy efforts. With over 18 years of expertise, Portillo-Morales has worked in local and state governments, shaping and implementing diverse equity-grounded environmental and climate plans, programs, and policies. During her tenure at NRDC, she co-led and designed multi-city climate initiatives, empowering urban centers to deepen their climate action through community partnerships, capacity building, and a steadfast commitment to racial equity principles. Before joining NRDC, Portillo-Morales served as the deputy chief sustainability officer for the City of San Antonio, where she played a pivotal role in developing the city’s Climate Action and Adaptation Plan. Her leadership role extended beyond policy design, including emphasizing community engagement and inclusive decision-making. Portillo-Morales earned a degree in mechanical engineering and an MBA from the University of Texas at El Paso. Based in San Antonio, TX, she continues to drive transformative change, bridging environmental stewardship with social justice for a sustainable environment and equitable future.
