Modernizing Transportation Through Cap-and-Invest

The Transportation and Climate Initiative (TCI) is a coalition of Northeast and Mid-Atlantic states and Washington, D.C. committed to investing in a cleaner, modern transportation system. With the right policies in place, we could make it easier, healthier, and safer for people across rural, suburban, and urban communities to get around. Clean and modern electric buses and trains could provide fast, reliable, and convenient service. Streets could become shared spaces for pedestrians, cyclists, and motorists driving clean vehicles. TCI is currently evaluating proposals to achieve these goals, including a system called “cap-and-invest,” which would establish a declining regional limit, or cap, on pollution from vehicles fuels and require major fuel suppliers to pay for the pollution they cause. The states would invest these funds back into solutions that make our transportation system work better for everyone.
